With the changing of the clocks this autumn, Liverpool City Council is emphasizing the importance of safety for cyclists and pedestrians. As the days grow shorter and evenings darker, it becomes more challenging for drivers to see those on foot or bike, especially if they are wearing dark clothing. The sudden transition in lighting conditions can catch road users off guard, particularly in the first few days following the time change.
This year, as the clocks fall back an hour on Sunday, October 26th, the darker evenings will coincide with Halloween festivities. Many costumes are difficult to spot in the dark, significantly increasing the risk of accidents on the road. To ensure visibility and safety while walking or cycling, the Council is urging everyone to adhere to key safety guidelines.
For pedestrians, wearing bright or fluorescent clothing during the day increases visibility to drivers. Using reflective materials at night, such as armbands, sashes, jackets, and footwear, can be seen by drivers using headlights up to three times further than non-reflective materials. Pedestrians should walk facing traffic if there is no sidewalk, avoid distractions like phones, and keep children’s hands and bodies away from traffic.
Cyclists are advised to use front and rear lights when riding in the dark or low visibility, wear reflective and fluorescent clothing, ensure reflectors are properly installed on bikes, especially on pedals and wheels, and ride predictably while signaling clearly to other road users. Drivers are reminded to slow down, use dipped headlights in urban areas, and exercise caution near schools and crosswalks. Employers are also urged to keep outdoor workspaces and parking areas well-lit and free of hazards. Throughout the autumn and winter months, the Council will collaborate with schools, community organizations, and partners to raise awareness of road safety and promote safe practices.
