Uttlesford District Council has issued a temporary stop notice to halt construction activities on a site in Willows Green, near Felsted, Essex, where an unauthorized traveller development is alleged to be underway. Work on the land began shortly after the council’s offices closed for the May Day Bank Holiday on Friday. The notice requires all work to stop from 09:00 BST on Wednesday through to the end of June.

The landowner’s representative stated that construction has ceased in compliance with the council’s order, despite reports suggesting building activity may have continued past the specified deadline. The council confirmed awareness of these reports and emphasized that proceeding with work in defiance of the stop notice constitutes a criminal offence.

Local residents have expressed concerns about lorries delivering materials late into Friday evening, including fencing supplies and septic tanks. Highlighting the tension surrounding the issue, the Conservative MP representing the area criticized the travellers involved, claiming they are “gaming the system.” Meanwhile, Sherrie Smith, founder of Gypsy and Travellers Essex, acknowledged the pressures that lead people to create unauthorized plots initially, hoping to obtain retrospective planning permission afterwards.

Uttlesford District Council is actively gathering evidence and exploring enforcement options within the scope of its legal authority. As proceedings are currently ongoing, the council is unable to provide further details but reassures the public that all appropriate measures are being pursued. Those found guilty of violating a temporary stop notice risk prosecution and potentially unlimited fines. Essex Police have been contacted for comment
