The Defence Secretary has emphasized the urgent need for both individuals and businesses to enhance their preparedness for various threats, including natural disasters, cyber-attacks, and acts of state-sponsored terrorism. Wes Streeting stressed the importance of public awareness regarding the evolving risks faced by the UK, urging people to create practical plans to manage such situations. As part of this effort, the government is initiating a “national resilience conversation” aimed at educating households on the importance of having essentials such as food, bottled water, and first aid supplies readily available.
During a recent appearance on BBC One’s Question Time, Streeting highlighted the increasing danger confronting the country, stating it is greater than at any time within his lifetime. At an event in Telford marking the return of tank gun barrel production to the UK, he mentioned various everyday challenges affecting households, including this summer’s wildfires and anticipated flooding in the coming winter months. He warned that more complex cyber-attacks, potentially originating from hostile states or terrorist groups, could disrupt supply chains and impact businesses.
Streeting referenced a significant cybersecurity vulnerability found in PHP, a programming language integral to much of the internet’s infrastructure, which has forced many organizations globally to urgently update their systems. This flaw led to interruptions in 32 UK government services as the risk was addressed. He noted, “It’s not just from foreign states engaged in espionage or sabotage; it’s also organised criminals,” underlining how advances in artificial intelligence are being weaponized to overcome existing cyber defenses.
The government’s broader goal is to bolster the UK’s resilience against emergencies that could affect fundamental services like water, sewage, telecommunications, and internet access. The “Be Ready” campaign encourages residents to prepare supplies sufficient to last three days, including non-perishable food, water, torches, sleeping bags, and first aid kits. Additionally, households are advised to keep an FM radio on hand for news updates during power outages, alongside written records of local and national radio frequencies. Addressing concerns over possible fearmongering related to the campaign, Streeting said the advice aims to keep people “alert but not alarmed,” explaining that the recommended supplies could prove useful during power cuts or scenarios where payment systems are compromised by cyber incidents.
Security Minister Dan Jarvis highlighted that the guidance will enable emergency services to focus on those most in need during crises while enhancing overall national resilience. He pointed out that similar preparedness campaigns are already common in several European countries, such as France, Ireland, and the Netherlands. Meanwhile, Environment Secretary Dame Angela Eagle recently urged the public to prepare for extreme weather linked to one of the strongest El Niño events in decades, forecasting an increase in intense storms. Her comments aligned with findings from the National Audit Office (NAO), which warned that Britain’s food supply chain faces vulnerabilities from disease outbreaks, cyber threats, and severe weather conditions. The NAO criticized the Department for Food, the Environment and Rural Affairs for a lack of sufficient progress in strengthening supply chain resilience, also noting that UK households are generally less prepared for emergencies compared to those in nations like Finland and Sweden.
Last year, the government published a national security strategy underscoring the need for the UK to proactively prepare for scenarios involving direct threats to the country, potentially in wartime conditions. It recognized the current geopolitical climate as one marked by confrontation with actors threatening security, referencing Russia’s war in Ukraine and hostile activities linked to Iran on British soil. A key component of these efforts is reducing dependency on external sources and ensuring the continuity of supply chains and energy reserves even amid significant crises, thereby creating a more self-reliant and resilient nation
